Barnsley, Vereinigtes Königreich

Im Jahre 1971 wurde die offizielle Partnerschaft zwischen Barnsley und Schwäbisch Gmünd besiegelt. Barnsley liegt in South Yorkshire. Seit der ersten Hälfte der siebziger Jahre ist Barnsley ein "Metropolitan Borough" mit 227.000 Einwohnern (1998). 1086 wurde "Berneslai" zum ersten Mal im Domesday Book erwähnt, und 1249 erhielt es von King Henry III das Marktrecht.
Vom Mittelalter an bis ins Jahr 1993 lebte Barnsley vor allem vom Steinkohlebergbau. Aufgrund des Strukturwandels im Bergbau ist Barnsley bemüht, Arbeitsplätze in anderen Bereichen zu schaffen. Entsprechend dem englischen Kommunalrecht wird drei Jahre hintereinander jeweils ein Teil des Gemeinderates neu gewählt.

Der oberste Repräsentant der Stadt, der Mayor, wird aus der Mitte des Councils (Gemeinderates) für ein Jahr gewählt. Die Stadtverwaltung wird vom "Chief Executive" geleitet. Barnsley Metropolitan Borough erstreckt sich auf einem 127.000 Quadratmeilen großen Gebiet. Eine Anzahl schöner alter Bauten und Parks wie etwa die St Mary's Kirche, der Landsitz und das heutige Museum Cannon Hall mit großem Park oder das Mühlenmuseum in Worsborough, das majestätische 4-stöckige Rathaus aus Portlandstein wurde offiziell, am 14. Dezember 1933 durch H. R. H. Edward Prince of Wales eingeweiht. Eine Besichtigung wert ist auch der Locke Park oder die Cooper Gallery in Barnsley.

Drei britische Nationalparks befinden sich unweit von Barnsley: Vor allem der Peak District Nationalpark, westlich von Barnsley gelegen, ist für seine landschaftliche Schönheit berühmt. Nicht nur die Landschaft und die Parks in und um Barnsley sind sehr bekannt, auch die freundliche und warmherzige Art der Menschen aus Yorkshire ist es. Der Wahlspruch, der sich im Stadtwappen Barnsley's befindet, lautet: "Spectemur - agendo", "Beurteilt uns nach unserem Handeln".

Councillor John Parkinson - The Worshipful the Mayor

Councillor John Parkinson was educated at Doncaster Road Junior and Infants School and then Broadway Grammar School. On leaving school he went on to be a police cadet for a short period but spent most of his working life in council housing. The final years of his employment was working with refugees and asylum speakers until his retirement in 2001.

A life long trade unionist with NALGO where Councillor Parkinson held various posts, even after its merger Unison. Councillor Parkinson has been a member of the Labour Party for over 30 years and was elected as councillor for the Darton East ward in 2002.

Councillor Parkinson has been a school governor at Darton High School, Kexborough Junior and Infant, Mapplewell Junior and Infant, Wellgate Junior and Infant and is currently a governor at Darton Junior and Infant School.

As well as various committees in the community he serves on Children's Services Scrutiny Commission, Housing and Safety Scrutiny Commission, the Planning Regulatory Board, General Licensing Board and Appeals and Awards Board and is the Labour Chief Whip. Councillor Parkinson serves on the South Yorkshire Police Authority and is Chair of the Performance Committee.

Councillor Parkinson has been married to his wife Linda since 1971 and has one son and one daughter and three grandsons. In his spare time he is a member of Barnsley Municipal Golf, playing of a "difficult to achieve" 28 handicap and enjoys gardening, cooking and spending time with his grandchildren.

Mrs Linda Parkinson - Mayoress

Mrs Linda Parkinson was born in Barnsley and grew up in Gawber.  She went to Wilthorpe JMI School and Barnsley Girls' High School. Mrs Parkinson worked for West Riding County Council's Education Department from 1968 to 1974. She then worked for South Yorkshire County Council and later, Barnsley Metropolitan Borough Council. In 1991 she established the strategy for Public Reception Services in Barnsley running the Council's pilot One Stop Shop, the Community Contact Point in Athersley.  Mrs Parkinson currently works as a Project Officer in the Council's Human Resources Directorate.

In her younger days Mrs Parkinson played hockey for the Barnsley Ladies team and was an active member of Wilthorpe Tennis Club, she also taught adult literacy on a voluntary basis at the Eldon Centre. These days she likes to spend her spare time reading, playing badminton and spending time with the family especially their three young grandsons.

Councillor and Mrs Parkinson have decided that during their mayoral year funds raised for the Mayor Charity Fund will be donated to NSPCC projects in Barnsley.
